Current Opportunities to do Business with the City

Are you interested in doing business with the City of Hayward? Here you can find opportunities to participate in the competitive selection processes for which the City is currently engaged in.

Vendors wishing to provide professional consulting services may register with the Finance Department Purchasing Division to be included in the City's vendor database. While the Purchasing Division may manage the process of selecting professional consultants; the ultimate selection is done on a decentralized basis and made by the department(s) receiving the services. The vendor database will be used in determining potential vendors when a competitive selection process begins.

INTRODUCTION:

NOTICE IS HERE BY given that the City of Hayward will accept proposals for services related to PLAN CHECK AND INSPECTION SERVICES in accordance with the general provisions for purchase of work and services.

 

Due to COVID-19, all proposals will be accepted via email in PDF format, and clearly identified in the Subject line with the RFP title and number (ex: RFP 2012-051920, Plan Check and Inspection Services). The cover page for proposals shall also clearly identify the RFP title and number, bidder’s company name and due date.

 

Deliver proposals via email to the Purchasing Department at rita.perez@hayward-ca.gov on or before Thursday, June 18, 2020 @ 3:30 p.m. It is the sole responsibility of the proposing firm to ensure that proposals are received prior to the closing time as late proposals will not be accepted.

 

The Development Services Department, Building Division, and the Fire Department of the City of Hayward is requesting proposals (RFP) to provide plan check and inspection services upon request, including, but not limited to, review of commercial and residential plans and documents for compliance with the current edition of the California Codes as adopted and amended by the City of Hayward, and subsequent code cycle adoptions. The contract will be for two yearssubject to annual renewal and encumbering of funds.

 

BACKGROUND INFORMATION

The City of Hayward, California (the City) is located in Alameda County and is known as the “Heart of the Bay” because of its central and convenient location to San Francisco, Oakland, and San Jose. It is served by an extensive network of freeways and bus lines and has two BART stations and an Amtrak station. Currently, it is estimated that there are 148,000 residents of the City of Hayward with the City growing by approximately three percent since 2000.

 

The City is governed by a City Council / City Manager form of government. The City Council is made up of six members plus a mayor that serves as the head of the City Council. The City Council appoints a City Manager to oversee the City’s twelve departments.

Objective

 

The City of Hayward Community Services Division is seeking proposals for professional consulting services to assist the City in developing a five-year strategic plan to make homelessness in the City of Hayward rare, brief, and non-reoccurring. The plan must utilize a racial equity analysis, align with the EveryOne Home Strategic plan, and address the unique challenges of a mid-sized City addressing a complex regional crisis. In light of the recent COVID-19 global pandemic, the plan should also address the rapidly changing needs of the homeless community, as well as the financial and economic impacts of the global pandemic. Please note, respondents will be responsible to absorb all costs incurred in the preparation and presentation of their proposal.

All questions concerning this RFP must be submitted in writing via email to Jessica Lobedan at Jessica.lobedan@hayward-ca.gov no later than Wednesday, June 17, 2020, 5:00pm, and may not be considered if not received by then. The City will respond to questions it considers appropriate to the RFP and of interest to all Applicants, but reserves the right, in its discretion, not to respond to any question.
